Virginia House of Delegates Democratic Leader Reacts to ACA Repeal

CHARLOTTESVILLE, VA (May 4, 2017 4:45 PM) – David J. Toscano (D-57), Democratic Leader of the Virginia House of Delegates, today issued the following statement:

In 2009, then-ranking U.S. House Budget Committee Republican Congressman Paul Ryan, in speaking against passage of the Affordable Care Act, stated, ‘I don’t think we should pass bills that we haven’t read and we don’t know what they cost.’ Today, Republicans in the House of Representatives, led by Speaker Paul Ryan, did just that. They passed their latest Obamacare repeal, which many have not read and have no idea of its impact, thereby bringing them one step closer to stripping up to 24 million Americans of insurance coverage.

This bill threatens Americans with pre-existing conditions, will eliminate millions from Medicaid, will boost costs for the poorest Americans and for our hospitals, and will dramatically increase pressures on Virginia’s budget.

My Republican colleagues in the House of Delegates have consistently argued for repeal; they will now need to explain to their constituents why they stood silent in the face of a measure that will hurt so many and cost so much.”

Democrats Sustain All Governor’s Vetoes

The legislative year ends with what’s called the “veto session.” This year’s was held Wednesday, April 5, 2017, the day when the legislature considers the Governor’s vetoes and his proposed amendments to various bills. It is typically one of the longest floor sessions of the year and, as the Democratic floor leader, one of the most intense, as every vote counts on almost every issue. State Legislating In The Shadow Of A Trump Presidency

In the weeks that followed the election of Donald J. Trump, a number of state legislators around the country wondered aloud whether the new president was perhaps so enigmatic and unpredictable that he actually would not do what he promised to do during the course of the fall campaign. And others hoped that he might actually follow through on his promise that “all citizens will have really good health care.” They were dramatically wrong on all counts.  Trump has done exactly what he promised to do – with startling speed, audacious assertiveness, and with little apparent concern about the real impacts, not only of his tweets, but, more importantly, his policies. This presents significant peril for our constituents, but also unprecedented political opportunities for the upcoming elections. The first test electorally will be November 2017, and Virginia will be at the center of it all. All statewide offices are up for election, as well as 100 seats in the Virginia House of Delegates. Trump’s Actions Affect Virginia

The new President’s chaotic first ten days in office are being felt in Virginia. First, the proposed repeal of the Affordable Care Act without a replacement would mean 400,000 Virginians would lose their insurance, and Virginia could lose 50,000 jobs. Second, the president’s announced hiring freeze will have one of its greatest impacts on Virginia, as our state has a high level of federal employment. These are bad enough, but what has set off the largest firestorm is his Executive Order last weekend, which effectively creates a Muslim ban on travel from seven majority-Muslim countries.
