Pittsburgh, Kentucky, and Beyond

November 1, 2018 by David Toscano

As I sat quietly last Sunday evening during the Tree of Life memorial ceremony at Congregation Beth Israel, the only synagogue in the City of Charlottesville, my mind was flooded with images of so many incidents that preceded what occurred in Pittsburgh last week.  All mass shootings — Virginia Tech, Sandy Hook, Las Vegas, Parkland, and more — are terrible tragedies, but too many of the most recent shootings, such as the Pulse nightclub attack in Orlando, the massacre of a prayer group at Mother Emanuel Church in Charleston, the deliberate shooting of two African-Americans shopping for groceries in Kentucky last week, and the assault on Jewish worshipers in the Tree of Life synagogue, are distinguished by one additional factor.  The people killed and injured in these events were targeted because of their religion, race, or sexual orientation.

The rise in hate-related attacks in America is deeply troubling.  For example, the Anti-Defamation League reported a 57% increase in anti-Semitic incidents in 2017 over 2016, the largest spike in more than 50 years.  This sends shivers down the spines of those of us who witnessed neo-Nazis in Charlottesville in 2017 chanting “Jews will not replace us.”  The Southern Poverty Law Center reports a 22% increase in neo-Nazi groups in 2017.  Hate seems to be on the rise in America, emboldened by xenophobic rhetoric coming from Washington, DC,  and endorsed by conspiracy theorists of the internet. Six Highlights from the 2018 Session

June 28, 2018 by David Toscano

My constituents continue to ask me if the House of Delegates is different in light of the dramatic change in composition brought on by the Blue Wave Democratic victories last fall. The answer is both a resounding “yes” and a more complicated “no.” Six highlights from this session (including the special session) help explain why this is so [Read more…]

General Assembly Update: A Tale of Two Committees

May 10, 2018 by David Toscano

The Parkland shootings vividly reignited the gun safety debate all over America, including our Virginia House of Delegates. Republican and Democratic delegates, however, responded quite differently. The Republican leadership decided their focus should be narrow, and, through the Speaker, created the House Select Committee on School Safety, a bipartisan 22-member group to which I was appointed. Let’s stand with the students and bring real change to gun safety

March 27, 2018 by David Toscano

Introductory note: Near the end of the 2018 General Assembly session, and several weeks after the Parkland shooting, Republican Delegate Nick Freitas from Culpeper delivered an incendiary and divisive speech linking gun violence to abortion and the welfare state, attacking today’s Democratic Party as the creators of slavery and massive resistance, yet claiming that any dialogue on this issue required “respect for opposing points of view.” Most of my colleagues viewed his speech as disrespectful; my comments below expand on my speech on the floor in response and the March for Our Lives last Saturday.

When it comes to our discussions about reducing gun violence, elected officials always seem to be speaking past each other instead of speaking with each other. America is telling us that this is no longer acceptable. We see it in the outpouring of energy surrounding the March for our Lives events in many American cities and an apparent shift in public opinion on this issue. [Read more…]

Overtime—Special Session to be Convened

March 12, 2018 by David Toscano

The 2018 General Assembly Session adjourned on Saturday, March 10, without voting on a final budget bill. This is unusual but not unprecedented; in my first year, 2006, we deadlocked on a budget until June 28, and in 2014 we did not have a budget until June 23. I am confident we will pass a budget, but it appears that it will take some time for the House and the Senate to come to an agreement. I fully expect that if we do not have a budget early enough to fund government operations on July 1, Gov. Northam will likely propose a new budget and require us to vote on it. [Read more…]
