Some of the best bipartisan legislation on which I worked involved improving adoption and foster care services. When I arrived in 2006, a major bill was introduced to streamline the adoption process to make it easier for youngsters to find homes in loving families. I was fortunate to be one of the few Delegates who knew much about the subject, and was enlisted to refine the legislation. The bill passed, and countless families have since benefited. It also proved to me that bipartisan solutions to key problems can be found.
